The FORM Keynote, delivered on the second and final day of FORM, was scheduled to be presented by His Excellency, Dr. Mohamed Ould Amar, Director General of the Arab League Educational, Cultural and Scientific Organisation (ALECSO). However, due to his inability to appear in person, his speech was conducted by Dr. Mohamed Kamal, of ALECSO.
